Overview

Holy See and Vatican City State access does not operate like a normal destination visa system. Ordinary travel to Rome, Italy and the Schengen area must be checked separately with the competent Italian or Schengen authority; these entries cover only the Vatican City State access, residence and citizenship framework that is published by the Governorate. The citizenship chapter is not a general naturalisation route. It names Vatican citizens as cardinals resident in Vatican City State or Rome, Holy See diplomats, and people residing in Vatican City State because they are required to do so by office or service; it also allows attribution by the Supreme Pontiff or Cardinal President in defined residence, papal-authorisation and family cases.
