Separate free movement, sponsored residence and remote-work status
EU, EEA and Swiss citizens can begin work when an employment contract is signed and generally register with the Office of Citizenship and Migration Affairs (PMLP) for a continuous stay beyond three months; a jobseeker has a limited published exception. A third-country national planning long-term work normally needs an employer sponsorship and a Latvian residence permit, while the approved visa route is used for qualifying short-term work.
The Latvian digital-nomad route is a long-stay visa for qualifying remote work connected to an OECD-country employer or self-employment. It does not authorise ordinary work in the Latvian labour market and should not be used as a settlement substitute. Investor, startup, study and family residence have separate evidence and renewal conditions.

Turn the residence decision into a usable address and personal code
A residence permit or EU registration document is the gateway to Latvia’s Natural Persons Register and personal identity number; a visa alone does not provide that number. Check names, address and validity when collecting the document. Ask PMLP whether the address in the application will be treated as the declaration or whether a separate declaration is required.
A person covered by the declaration duty must have a lawful basis to occupy the address, such as ownership, a rental agreement or another contractual or family basis. Declare a changed place of residence within one month of habitually living at the new address. The declaration can be made through PMLP, the municipality or the e-service where available, and does not itself create a tenancy right.
Audit the employer process and dependant permissions
For long-term third-country employment, the employer registers the vacancy and submits the sponsorship request that underpins the visa, residence permit and employment right. Obtain copies or reference details and make the start date conditional on the actual right to work. An EU citizen can work without that sponsorship, but still needs the registration workflow for a durable stay.
Spouses, partners, children and other relatives do not inherit the principal’s immigration record automatically. Prepare legalised or translated relationship documents where required, confirm the sponsor’s means and accommodation evidence, and read the work notation on each family member’s document. A move between Latvian employers, job loss or a switch from remote to local work should be cleared with PMLP before the activity changes.
Verify the statutory healthcare category person by person
Latvian state-funded healthcare eligibility follows a statutory category, not simply possession of a temporary address. It can arise through permanent residence, qualifying social insurance as an employee or self-employed person, EU coordination with an S1, and other listed statuses. Ask the National Health Service to confirm each family member’s entry in the service-recipient register and keep interim cover until confirmed.
Once eligible, choose a contracted family doctor and understand referrals and patient contributions. A dependant, remote worker or temporarily resident family member may not have the same basis as the principal employee. Confirm medicines, maternity care, dental coverage and any language needs directly with the provider rather than treating a residence card as proof that every service is free.
Treat the declared address as a tax trigger, not clerical housekeeping
Under Latvia’s domestic rule, an individual can be tax resident because the declared residence is in Latvia or because presence reaches 183 days in any 12-month period beginning or ending in a tax year. A treaty may resolve competing residence. Track all days, homes, family and economic ties, foreign income and the date of address declaration, then ask the State Revenue Service how the status should appear in its electronic system.
Legally resident EU consumers can seek a basic payment account subject to identity and anti-money-laundering checks, but banks set evidence for other products. Compare acceptance of the passport, residence document, personal code, declared-address evidence, employment and source of funds. Keep an overseas payment fallback until salary and direct debits work, and give the bank a tax-residence answer consistent with the SRS file.
Check the lease beyond rent and start school through the municipality
Ask the landlord for proof of authority to let, a written lease and permission to declare the address. Record the inventory and meters; allocate rent, deposit, management charges, heating, electricity and repairs expressly. Inspect insulation and prior winter bills, because a comparable Riga rent can produce a very different winter total depending on the building.
Children holding the statuses listed by the Education Ministry have equal rights to education, and administration is shared by the state, municipality and school. Latvian is the language of instruction in state and municipal institutions, subject to the published minority-programme framework. Contact the municipality with residence, identity, birth, vaccination and translated school records, and confirm placement and language support before signing near a particular school.
Use the one-year non-EU licence window deliberately
A valid EU, EFTA or UK licence remains usable until its expiry and can generally be exchanged once normal residence is in Latvia. A licence issued elsewhere may be used for up to one year from arrival; continued residence then requires exchange through CSDD, including the applicable verification and driving test. Confirm translations, legalisation and category equivalence before the deadline rather than assuming an international permit extends it.
Dogs, cats and ferrets moving non-commercially under EU rules need identification and current rabies evidence. Use an eligible EU pet passport for intra-EU movement or the EU animal health certificate and origin-specific steps for entry from a third country; antibody testing and a designated entry point may apply. Latvia does not accept the young-pet rabies exception, so do not book an under-age animal on the general assumption that another EU state’s exception applies.
Prepare for renewal and long-term status as different applications
Calendar the passport, visa, residence card, EU registration certificate, work basis and health coverage separately. PMLP can require continuing purpose, sponsorship, address, means, insurance and updated civil records. Resolve employer or family changes when they happen, because filing a renewal does not retrospectively authorise an activity outside the current document.
EU long-term resident status is a separate application after the qualifying lawful-continuity period and requires stable means, an address and Latvian language at least A2 under the current PMLP guidance. Absence limits and counting rules matter. Do not confuse this general acquisition test with separate nationality-specific transitional residence measures; check the PMLP page that matches the applicant and status.
