Kingdom of the Netherlands settlement & citizenship

The Netherlands runs a classic 5-year residence-to-PR ladder followed by citizenship at year 5 (not a separate year). The 2024 citizenship reform plans to raise the residence requirement to 10 years, subject to parliamentary approval.

Stages — from visa to passport

    Up to 5 years per grant, typically 2-3 for employment

    Permanent residence permit

    Inburgering diploma (A2 Dutch + civic integration); independent means for the past 1 year; no criminal record; no social-assistance reliance.

    Dutch citizenship by naturalisation

    5 years of continuous residence (under current rules)

    Who qualifies
    Those with either permanent or long-term residence who meet the integration requirements.
    Key gate
    Inburgering civic integration diploma at A2 (B1 from 2025 under reforms), willingness to renounce prior nationality (with exemptions), good character.

Physical presence

5 years of continuous legal residence. Breaks of over 6 months break continuity.

Language level

A2 Dutch for citizenship (B1 under pending 2025 reforms). Plus Inburgering civic-integration exam.

Test / oath

Oath at a municipal ceremony pledging loyalty to the Kingdom. Previous nationality must be renounced in most cases.

Dual citizenship

Generally not permitted. Exemptions: spouses of Dutch citizens, refugees, nationals of countries that don't permit renunciation, acquisition at birth.
