Work-Permit-Linked Visa or Residence Permit

Cautious employer-linked route note for foreign workers, because MOFA says worker visas and residence permits generally require a Ministry of Labor and Social Affairs work permit first.

Rule changes note —Iraq publishes tourist eVisa guidance through the Ministry of Interior eVisa portal and a wider visa-type framework through the Ministry of Foreign Affairs. Public detail is strongest for tourist eVisa, visit/tourism, normal, transit, urgent and multi-entry visa categories. Work-linked cases should be treated cautiously because MOFA says foreign-worker visa or residence permits require a work permit from the Ministry of Labor and Social Affairs, while detailed work-permit filing rules were not exposed in the reviewed public source set.

Overview

The Iraq Ministry of Foreign Affairs visa page includes an important worker caveat: based on a Directorate of Residency letter, visas or residency permits for foreign workers should not be granted unless they obtain work permits from the Ministry of Labor and Social Affairs. The same note lists exceptions for employees of international organisations, diplomatic missions and consulates accredited in Iraq, foreigners allowed to work under international law, conventions or treaties to which Iraq is a party, foreign workers contracted by the Iraqi government, and foreign workers reconstructing holy shrines. Because the public MOFA page does not expose a full labour-permit checklist, workers and employers should confirm the current work-permit and residence-permit sequence directly with the employer, the Iraqi mission and the competent Iraqi authority before travel.
