Saint Lucia offers citizenship by investment through its Citizenship by Investment Unit - via the National Economic Fund, government bonds, approved real estate, or an enterprise project - and separately administers ordinary work permits and residence through the Government of Saint Lucia. Work and residence routes are administered by the Immigration Department of Malaysia under the Ministry of Home Affairs, with most expatriate work passes processed through the Expatriate Services Division (ESD). The Employment Pass salary policy was revised with effect from 1 June 2026.
