Overview

Egypt runs a dual-authorisation system: the Ministry of Labour (Manpower) issues the work permit that allows a foreign national to do a specific job, and the Ministry of Interior issues the residence permit that allows the person to live in Egypt while employed. The two are interdependent and the employer drives the process. The residence permit is normally aligned to the work permit (commonly one year at a time) and is renewed annually for as long as the employment continues. It is employer-tied and renewable - it does not become permanent, because Egypt does not grant Western-style indefinite permanent residence. Foreign worker quotas and a 2025 labour-law reform shape the underlying work permit.

Frequently asked questions

Can this residence permit become permanent residence?+−

No. Egypt does not grant Western-style indefinite permanent residence; ordinary residence permits are renewable rather than unconditional. A discretionary 10-year renewable "Special Residence" exists for some long-term residents, and the work-based permit is renewed each year while you are employed; otherwise the route to a permanent legal status is Egyptian citizenship through naturalisation. Confirm the current rules on the official Ministry of Interior residence portal.

Do I need a work permit as well as a residence permit?+−

Yes. Egypt uses a dual system: the Ministry of Labour issues the work permit and the Ministry of Interior issues the residence permit, and both are required to work and live in Egypt lawfully. Confirm the current process on the official Ministry of Interior portal.

Do I need a job offer before moving to Egypt to work?+−

Yes. The work-based residence permit requires a confirmed position with an Egyptian-registered employer, and it follows from a Ministry of Labour work permit that the employer applies for to authorise your specific job. Trying to work on a tourist or short-stay residence that does not authorise employment is a common blocker. Confirm the current process on the official Ministry of Interior residence portal.

Can I apply for an Egyptian work permit myself, or does my employer have to do it?+−

The employer drives the process: the Ministry of Labour work permit that authorises your specific job is applied for by the employer, and your residence permit follows from it. Without that employer-obtained work permit the residence permit cannot be issued. Confirm the current process on the official Ministry of Interior residence portal.

Is the Egyptian work permit tied to one employer, and what happens if I change jobs?+−

Yes, the permit is employer-tied: the residence permit is aligned to the work permit for a specific job and is renewed each year only for as long as that employment continues. It is renewable but never becomes permanent. Confirm the current rules on the official Ministry of Interior residence portal.
