Zambia’s Department of Immigration says a Residence Permit confers permanent residence when issued, but only for a listed basis. Select the basis that matches your history before assembling documents or paying a fee; approval is not automatic.

The eight official basis categories

Employment history
Threshold or status: Employment Permit held continuously for more than 10 years.
First evidence check: Permit history, two reference letters, contract and certified professional or other qualifications.
Investor history
Threshold or status: Investor's Permit held for more than 3 years.
First evidence check: VAT/ZRA receipts or tax clearance, current bank statement, ZICA-recognised audit report, and title or lease where applicable.
Spouse
Threshold or status: Spouse Permit held for at least 5 years.
First evidence check: Qualifying spouse status and relationship evidence; this is a separate Residence Permit assessment.
Young dependant
Threshold or status: Dependant aged 21 or below of a Residence Permit holder or established resident.
First evidence check: Age, birth and host/status documents for the applicable dependant branch.
Born from a Zambian citizen
Threshold or status: The Department states this basis applies irrespective of age.
First evidence check: Certified civil and citizenship documents confirming the relationship.
Foreign-origin dependant in citizen care
Threshold or status: Foreign-origin dependant under the care of a Zambian citizen.
First evidence check: Certified care, civil-status and citizenship documents for the applicable case.
Retirement
Threshold or status: Intention to retire in Zambia with sufficient funds.
First evidence check: Form 4, bank statement, pension or irrevocable annuity or retirement-account evidence, and land or lease evidence where applicable.
Delayed Entry Permit change
Threshold or status: Entry Permit holder with reasonable and justifiable grounds for the delayed change.
First evidence check: Entry and permit history plus a written explanation; confirm that this basis applies before filing.

The Department publishes separate document lists for applicants aged 7–15 and applicants above 16. It does not assign age 16 to either list on the page; confirm the correct checklist rather than guessing.

  • Ages 7–15: covering letter, passport, birth certificate, parents’ status, photograph, Alien Registration Card, fee and adoption or enrolment proof where applicable.
  • Above 16: covering letter, Alien Registration Card, birth and marriage certificates, two testimonials from people of good standing who have known the applicant for at least three years, passport/status, photograph, fee and adoption or enrolment proof where applicable.
  • Investor: covering letter, Alien Registration Card, tax/VAT evidence, bank statement, ZICA audit report, title or lease, passport, photograph and fee. The Department lists an immigration inspection only after submission.
  • Employment history: covering letter, Alien Registration Card, two reference letters, passport, photograph, employment contract, certified qualifications and fee.
  • Retirement: covering letter, Form 4, bank proof, permanent pension or irrevocable annuity or retirement account, land or lease evidence where applicable, passport, photographs and fee.

Entry, absence and timing

  • The permit ceases to be valid if the holder fails to enter Zambia within six months of issue, subject to any later date endorsed by the Director-General.
  • It can also cease to be valid after an absence exceeding six months without written notice of an intention to return, or an absence exceeding twelve months.
  • The checked Department Residence Permit page does not publish a universal decision time. Do not substitute visitor or eVisa rush bands for a Residence Permit service standard.
  • Check the selected basis and current permit channel before arranging travel or relying on the permit as a settlement or citizenship outcome.
  • Changing employer has a separate Residence Permit variation checklist: a covering letter, certified qualifications, release from the previous employer, offer from the new employer and fee. Check the Department’s employer-change requirements before relying on a new job.

The listed bases are: Employment Permit held continuously for more than 10 years; Investor's Permit held more than 3 years; Spouse Permit held at least 5 years; a dependant aged 21 or below of a Residence Permit holder or established resident; birth from a Zambian citizen; a foreign-origin dependant under the care of a citizen; retirement with sufficient funds; or an Entry Permit holder with reasonable and justifiable grounds for delayed change. After approval: prepare for your next step

For Residence Permit, use the actual decision and the issuing authority’s instructions to establish what has been granted. A successful application, permission to enter, permission to work and a residence document are not interchangeable.

  1. 1. Check the decision. Confirm the name, passport, status granted, start date and any next action. Resolve an error with the authority before relying on the document for travel or employment.
  2. 2. Establish the travel step. Read any entry window, activation, collection or in-country registration instruction. For an extension or change of status, do not assume leaving the country is required or safe while a further step remains pending.
  3. 3. Confirm what you may do. Check whether employment, self-employment, remote work or study is permitted under the status granted. Do not infer unrestricted work rights from the absence of an employer sponsor.
  4. 4. Organise the household. Check each accompanying person’s permission separately, then arrange healthcare, accommodation, access to money and the relevant local registrations. A tax number or bank account does not by itself prove a right to work.
  5. 5. Keep the ongoing conditions visible. Record the actual expiry, renewal process, permitted absences and any duty to report changes. An initial grant does not automatically establish permanent residence or citizenship.
