Overview
The Swedish work permit requires a concrete job offer from a Swedish employer meeting the minimum salary threshold (currently SEK 28,480/month before tax — verify on Migrationsverket), health insurance, life insurance, occupational injury insurance, and occupational pension. The salary threshold was raised significantly in November 2023 (previously 80% of the median wage, approximately SEK 13,000). The Swedish Trade Union for the relevant sector must be consulted — their opinion is advisory but influential. After 4 years of work-permit residence within a 7-year period, the holder can apply for permanent residence (PUT — permanent uppehållstillstånd). Sweden does not require a labour-market test — the offer and conditions are the main criteria.

Eligibility
Typical criteria
- €Job offer from a Swedish employer with a monthly salary of at least SEK 28,480 before tax (threshold raised November 2023 — always verify the current figure on Migrationsverket).
- ✓Employment conditions meeting Swedish collective-agreement standards: health insurance, life insurance, occupational injury insurance, and occupational pension.
- ✓The Swedish Trade Union for the relevant sector has been consulted by the employer about the employment terms.
- ✓The offer must be for a specific position — general "we will find you a role" offers are rejected.
Common blockers
- !Salary below SEK 28,480/month — this is a hard floor with no exceptions. The November 2023 increase disqualified many previously eligible roles, particularly in hospitality, cleaning, and lower-skilled service sectors.
- !Missing insurance or pension — all four insurance types (health, life, occupational injury, occupational pension) must be in place from day one. An offer without insurance confirmation is rejected.
- !Trade union objection — while advisory (not binding), a negative union opinion makes approval less likely and can trigger additional scrutiny.
- !Suspected "offer-for-sale" arrangements — Migrationsverket actively screens for employers who sell work-permit sponsorship without genuine employment.
Typical evidence
- ·Offer of employment form completed by the employer through the Migrationsverket online portal — this is the standard format and cannot be substituted with a generic contract.
- ·Insurance confirmation from the employer — health, life, occupational injury, and pension all documented.
- ·Trade union consultation record.
- ·Valid passport.
Application pathway
Secure a qualifying job offer
The offer must meet the salary threshold and include all four insurance types. The employer advertises the position (no formal labour-market test, but good practice) and makes a concrete offer.
Employer consults the trade union
The employer notifies the relevant trade union about the proposed employment terms. The union provides an opinion, typically within 2–3 weeks.
Apply for work permit
Apply online through Migrationsverket. The employer submits the offer of employment form. You submit personal documents and pay the application fee. Processing takes 1–4 months on average.
Enter Sweden and register
On approval, enter Sweden and register with Skatteverket (the Swedish Tax Agency) to obtain a personnummer (personal identity number). The personnummer unlocks banking, healthcare, and most public services.
Renew and apply for PUT after 4 years
Renew the work permit after 2 years (same requirements). After 4 years of work-permit residence within a 7-year period, apply for permanent residence (PUT). PUT requires that you have maintained qualifying employment throughout.

Frequently asked questions
What is the minimum salary for a Swedish work permit?+
SEK 28,480/month before tax (approximately EUR 2,500/month or USD 2,700/month at typical exchange rates). This threshold was raised dramatically in November 2023 — the previous threshold was only about SEK 13,000/month. The increase was designed to target lower-wage exploitation. Always verify the current figure on Migrationsverket before applying.
Does the Swedish work permit lead to permanent residence?+
Yes. After 4 years of continuous work-permit residence within a 7-year period, you can apply for permanent residence (PUT — permanent uppehållstillstånd). PUT holders have unrestricted work rights and are not tied to any employer. You must have maintained qualifying employment (salary and conditions) throughout the 4-year period.
Are there any qualification or occupation requirements?+
No. Unlike many countries, Sweden does not require specific qualifications, occupational lists, or labour-market tests. If the salary meets the threshold and the employment conditions meet collective-agreement standards, any occupation qualifies. This makes the Swedish system unusually flexible — a chef, truck driver, or software engineer all use the same route.
Can I change employer on a Swedish work permit?+
During the first 2 years, changing employer requires a new work-permit application. After 2 years, you are tied to the occupation (not the specific employer) — you can change employers within the same occupation without a new permit, but changing occupation requires a new application. After receiving PUT, there are no restrictions.
Can my family join me in Sweden?+
Yes. Your spouse/cohabitant and children under 18 can apply for residence permits as accompanying family members. The application fee is SEK 1,000 per family member. Family members receive work rights immediately — no separate work permit needed. Sweden recognises both married and cohabiting (sambo) partners for immigration purposes.
What is the personnummer and why does it matter?+
The personnummer (personal identity number) is issued by Skatteverket when you register as a resident. It is essential for nearly everything in Sweden: opening a bank account, accessing healthcare, getting a phone contract, using BankID (Sweden's universal digital ID), and more. Apply for it as soon as possible after arrival — processing takes 2–6 weeks.
